Yuli Sheinis was born in 1935 in Saratov, Russia.  He is a graduate of the Fine Art College in Dushanbe, Tajikistan, 1962 and the Repin Academy of Fine Arts, Leningrad, 1968.  He is a member of the All-Union Artist Association.  Yuli participates in regional, national, and international art shows and exhibitions; Kiev, Moscow, St. Petersburg, Tallinn, Vilnius, Warsaw, Prague and Berlin.  his art works are bought by the Ministry of Culture of the USSR and the Ministry of Culture Ukraine.
